Driving in Japan: Road Signs, Accidents, Insurance, and What to Do After You Return Home

A car can take you beyond Japan's rail corridors — to mountain onsen towns, the rice terraces of rural Shikoku, the night-sakura drives of Tochigi, the beach roads of Okinawa. But Japan's roads are unforgiving of muscle memory trained on the right-hand-traffic countries most visitors come from. In 2025, foreign drivers caused 7,906 traffic accidents in Japan — a 15-year high — and 52 of those crashes were fatal. Two-thirds happened in a right turn. The 止まれ stop sign is the most-ignored piece of metal in the country. And the rental company's NOC charge is the surprise that lands on your credit card two months after you have flown home. This guide walks through the four areas that catch foreign drivers out: the road signs and rules, what to do at the scene of an accident, the insurance system behind every rental, and what to do once you are back in your home country. Japan's road rules at a glance

Japan drives on the left. The driver's seat and steering wheel sit on the right. This is the single biggest source of confusion for the roughly 65% of foreign visitors who come from right-hand-traffic countries, and the single biggest predictor of a foreign-driver accident.

Speed limits are set by statute when no sign is posted: 60 km/h on general roads, 100 km/h on expressways, 30 km/h on narrow residential roads without a centre line (effective 1 September 2026). Some expressway sections reach 120 km/h — the Shin-Tōmei Gotemba to Hamamatsu-Inasa stretch and parts of the Tōhoku Expressway. Right lane is the driving lane; left lane is the passing lane. Blood alcohol is zero in practice. The criminal threshold is 0.15 mg/L (酒気帯び / "with-alcohol"), but 0.5 mg/L (酒酔い / "drunk") was added as a numerical benchmark on 21 July 2026. Penalties reach 5 years' imprisonment and ¥1,000,000 for drunk driving, and the driver, passengers, and the bar that served the drink are all criminally liable. Seatbelts are mandatory for every passenger on every equipped seat. Children under 6 must ride in a conforming child seat. Mobile phone use is tightened: 3 demerit points for holding the phone, 6 points (immediate licence suspension on a clean record) if the act causes a hazard. No right turn on red under any circumstance. A separate green-arrow lamp is the only legal authorisation to enter the intersection against a red light. Road signs a foreign driver must know

Japanese road signs fall into four categories: 案内 (information, blue), 警戒 (warning, yellow diamond), 規制 (regulatory, red/blue), and 指示 (indicative, blue). [MLIT – 道路標識の基礎知識](https://www.mlit.go.jp/road/sign/sign/douro/road-sign.htm)

The most important set for new arrivals: 止まれ (STOP, red inverted triangle — the only STOP sign in Japan); 徐行 (SLOW DOWN, same shape); 進入禁止 (NO ENTRY, red disc); 駐車禁止 / 停車禁止 (NO PARKING / NO STOPPING, red disc with bar); 速度制限 (SPEED LIMIT, red circle with km/h number); 一方通行 (ONE WAY, blue rectangle with arrow); 優先道路 (PRIORITY ROAD, yellow diamond); 歩行者専用 (PEDESTRIANS ONLY, blue disc). Newer 止まれ signs in tourist areas add the English word STOP below the kanji. A full stop is mandatory, not a yield. Failing to stop is 2 demerit points.

Road markings use three legal combinations. White dashed centre line: you may cross to overtake. White solid centre line: no crossing. Yellow solid centre line: no overtaking, but obstructing vehicles (parked cars, roadworks) may still be passed. The marking closest to you is the binding one in a yellow-and-white double line. The single most-ignored sign is 止まれ. The shape is what most countries reserve for "yield". NPA identifies rolling through stop signs as the single biggest factor in foreign-driver intersection collisions. A full 3-second stop is the safe practice. The three error patterns that drive most foreign-driver accidents

NPA's first published foreign-driver accident dataset (May 2025) recorded 7,286 accidents in 2024, up from 5,441 in 2020. The pattern has held through 2025 (7,906 accidents, 587 fatal or serious-injury) and into H1 2026 (323 fatal/serious — already ahead of last year). Right-turn collision: 24% of foreign-driver crashes occur while turning right, vs 9% for Japanese drivers. Foreign drivers used to right-hand traffic enter the box without seeing oncoming traffic that has priority. Treat every right turn as a fresh yield. Wait for the box to clear.

止まれ rolling stop: triangle shape is read as "yield". The intersection collision follows within a second. Stop for 3 seconds minimum. Look both ways. Pull out only when the way is provably clear.

Is your licence valid in Japan?

Three lawful paths exist for a foreign-licence holder to drive on Japanese roads. Everything else — a non-1949 IDP, an online "IDL/ITDL" booklet, an expired home licence, a credit-card-sized IDP — is invalid. Path 1 — 1949 Geneva IDP: for US, UK, Canada, Australia, most of Europe, and other Geneva signatories. Up to 1 year from issue, and up to 1 year from arrival in Japan — whichever is shorter.

Path 2 — Official Japanese translation: for Switzerland, Germany, France, Belgium, Monaco, Taiwan only. Up to 1 year from arrival. Prepared by JAF (¥6,000 from 1 July 2026), the embassy, or a designated body.

Path 3 — Conversion to a Japanese licence (外免切替): for anyone staying 1+ year; anyone whose home licence does not qualify for the first two paths. Requires 3-month prior residence in the issuing country and passing the conversion test (知識確認 + 技能確認). In October 2025 the NPA tightened the conversion test: knowledge-confirmation pass rate fell from 92.5% to 42.8%; skills confirmation from 30.4% to 13.1%. Always carry passport + home-country licence + IDP (or official translation) at all times. A police officer may demand all three at a traffic stop. Failure to produce them on the spot is a violation regardless of whether they are later produced at a station. The three-month rule catches residents. If you are registered in the Basic Resident Register (中長期在留者), leaving Japan and re-entering within three months does not restart the one-year driving window. JAF translation fees (from 1 July 2026): ¥6,000 for the temporary-driving translation (tax-exempt); ¥6,600 for the conversion translation (10% consumption tax included); ¥7,000 for a Chinese translation for use in Taiwan. The portal is geo-restricted to Japanese IP addresses, so it can only be submitted once you are in Japan. Compulsory insurance: 自賠責 / Jibaiseki

Every motor vehicle on a Japanese road must carry 自賠責保険 (Compulsory Automobile Liability Insurance, CALI). The legal basis is the 自動車損害賠償保障法 (Act on Securing Compensation for Automobile Accidents). Coverage limits (in force 1 April 2024 – 31 October 2026): Death — 3,000万円 (¥30 million). Permanent disability requiring constant care — 4,000万円 (¥40 million). Other permanent disability (Grade 1 to Grade 14) — 3,000万円 down to 75万円. Bodily injury (medical, lost income, solatium) — 120万円 (¥1.20 million). What CALI does NOT cover: property damage, your own injuries, damage to your own vehicle. A serious nursing-care case routinely generates lifetime costs of 200–300 million yen; CALI's cap is closer to one or two years of quality care than to lifetime provision. That is why 任意保険 (voluntary top-up) is effectively indispensable for any driver in Japan.

For rental cars: the rental company is the policyholder. The CALI certificate is held by the company, not the renter, and is included in the basic rental fee. The renter does not buy a separate policy, sign forms, or receive the certificate. The standard per-victim cap on the rental's 任意保険 is expressed as "unlimited, including CALI" — the voluntary policy is stacked on top. Penalties for driving without CALI: up to 1 year's imprisonment or ¥500,000 fine (criminal); 6 demerit points (administrative, immediate licence suspension); up to ¥300,000 for not carrying the certificate. Voluntary insurance: 任意保険 and the rental package

Two tiers. CALI is the floor; 任意保険 (voluntary insurance) is everything above. A standard 任意保険 policy is a bundle of coverages. [Sonpo – くるまの保険について](https://soudanguide.sonpo.or.jp/car/about.html)

The main coverage types: 対人賠償 (third-party bodily injury, unlimited); 対物賠償 (third-party property damage, unlimited with 5万円 deductible); 車両保険 (own-vehicle damage, market value with 5–10万円 deductible); 人身傷害保険 (own / passenger bodily injury, 5,000万円 – 1億円); 無保険車傷害保険 (uninsured motorist); 搭乗者傷害保険 (passenger injury).

The rental basic fee (基本料金) already includes CALI + 対人 unlimited + 対物/車両 with 5–10万円 deductible. You do not need any add-on to drive legally — but the deductible is your out-of-pocket risk unless you buy CDW. CDW (免責補償制度) waives the deductible. Despite the English name, CDW is not insurance — it is a contractual waiver of the 5–10万円 deductible on the rental's own 任意保険. Cost: typically ¥1,100–¥2,200 per 24 hours at Times, Nippon, Toyota, Budget. NOC (Non-Operation Charge / 営業補償料) is separate. This is the fee that catches renters by surprise. NOC compensates the rental company for lost business while the car is in the shop, regardless of fault. Typical published rates: ¥20,000 (drivable, returned to branch) / ¥50,000 (not drivable, or not returned to branch). CDW does not cover NOC — you need a separate NOC-waiver add-on (Times calls it 安心補償コース; Nippon calls it ECO; Toyota calls it 安心Wプラン). Travel insurance (海外旅行保険) and credit-card CDW can substitute for the deductible cover but rarely cover NOC. Most travel policies explicitly exclude "accidents that might occur while using the rental car" from general medical coverage. Read the Japan-specific clause carefully.

Common exclusions apply to ALL insurance, CDW, and NOC waiver: driving under influence of alcohol, driving without a valid licence, falling asleep at the wheel, unauthorised driver, unauthorised extension, private settlement at the scene, failure to report to police, off-road / beach / riverbed driving, smoking in a non-smoking car. What to do at the scene of an accident

Three legal obligations under the Road Traffic Act (RTA Art. 72), all criminal if breached: 負傷者救護 (rescue the injured — RTA Art. 117(2): up to 10 years' imprisonment); 危険防止 (prevent further danger); 警察への報告 (call 110 and report). Step-by-step: 1) Stop the car in a safe place. 2) Turn on hazard lights (ハザードランプ), set the parking brake. 3) Check yourself and passengers for injury; if anyone is hurt, call 119 first. 4) Place 発煙筒 (flares) and 三角表示板 (warning triangle) at 5–50 m behind the vehicle. 5) Prevent secondary collision — occupants exit the vehicle and stand behind a guardrail. 6) Call 110. 7) Render first aid. 8) Exchange information (name, address, contact, driver's licence front and back, insurance certificate, vehicle registration, witness contact; for the rental driver: rental agreement number and the rental company 24-hour emergency line). 9) Take photographs (vehicle positions before moving, damage to both vehicles, license plates, road surface, traffic signals, signage, weather, surrounding landmarks, witnesses). 10) Wait for police arrival. Do not leave the scene.

Refuse any private settlement (示談) at the scene. It voids all insurance. Insist on calling 110 and the rental emergency line.

交通事故証明書 (Jiko-shomeisho) is the only government-issued proof of the accident. Issued by the 自動車安全運転センター (JSDC) at a fee of ¥1,000 per copy. Methods: in person at any prefectural JSDC branch, postal application at any Yūcho Bank / post office window, or online via the JSDC portal (当事者本人 only). Returning home: the bill, the claim, the dispute

Two to ten weeks after a small fender-bender, a debit or a credit-card charge lands with no clear breakdown. This is the standard pattern: final repair invoices take 4–8 weeks to flow back from the bodyshop to the rental company, and NOC + admin fees are added on top. The Japan Car Rental Association confirms that NOC is a business-loss compensation (営業補償) that the renter owes separately from repair and insurance deductible amounts. If the bill looks wrong, dispute it in writing. Send a dated, itemised objection — preferably by 内容証明郵便 (content-certified mail) at any Japan Post 内容証明取扱郵便局. It costs roughly ¥1,200 for a single page and is accepted as evidence of when you made a demand. Always add 配達証明 (delivery confirmation). Demand: a complete, line-by-line breakdown separately identifying (a) repair costs, (b) NOC, (c) any administrative fees, (d) any insurance deductible; the bodyshop's original repair estimate and final invoice; the vehicle return-inspection record; a copy of the police report / incident reference number.

Filing against a foreign defendant requires 外国送達 (international service of process) under 民訴法 108 — typically 6 months. Credit card chargeback through the card used at pickup (within the card's dispute window, commonly 60–120 days).

For injury cases, collect from the Japanese hospital before you leave: 診断書 (medical certificate), 診療明細書 (itemised medical bill), 支払い証明 (proof of payment), with English translation. Statute of limitations (時効): 公訴時効 (criminal) is 3–5 years for most 道路交通法 violations; 民事時効 (civil claim period) under 民法 724条 is 3 years for property damage, 5 years for personal injury. A 内容証明 demand pauses the civil clock for 6 months.

For long-term residents who converted to a Japanese licence: 人身事故 (personal-injury accidents) are non-traffic-ticket offences — they are sent to the 検察庁 (public prosecutor's office), not handled by a 違反金 on the spot. Expect a 略式命令 (summary fine of ¥10,000–¥1,000,000) within 2–6 months of the accident, sent by 特別送達. You may request a formal 正式裁判 within 14 days. A 弁護士費用特約 (legal-expenses rider) is a no-claims-bonus ("ノーカウント") endorsement that reimburses up to ¥3,000,000 per insured per accident — most Japanese 任意保険 contracts offer it as an option.

Why this matters: the 2025 numbers

The biggest concentration is in tourism self-drive prefectures. Okinawa 2024: foreign-rental accidents doubled YoY (22 → 44). Hokkaido 2024: 140,133 foreign-visitor rental contracts (record), with 80% Asian market share. Fukuoka Airport feeds Kyushu self-drive routes where the Ōita Expressway has been flagged as a hard-brake hotspot (2× the Japanese rate for foreign-rental drivers). Surprisingly, 83% of fatal/serious-injury crashes in 2025 involved drivers holding a Japanese licence (not an IDP) — many of them obtained through the gaimen-kirikae (外免切替 — foreign-licence conversion) shortcut. In 2024, 75,905 people converted a foreign licence to a Japanese one — a 10-year high, and 2.5× the 2014 figure. In response, in October 2025 the NPA tightened the conversion test.
